A truck's emission standard is set the day it leaves the factory and can never be upgraded. Across 7 lakh+ trucks moving India's industrial freight, that turns decarbonisation from a policy question into an arithmetic one — and the arithmetic is brutally concentrated.
Almost everything about a truck can be fixed. Brakes are replaced, tyres rotated, engines rebuilt, papers renewed. One thing cannot: the emission standard it was certified against. That is stamped at manufacture and stays for the vehicle's entire working life.
So a fleet's emissions profile is not a function of maintenance, driver behaviour or fuel choice. It is a function of vintage. Which means it can be measured exactly — from the registration number, before the truck is even booked.
We did that across every truck seen moving freight on the Intugine platform. The distribution is unremarkable. What it implies is not.
BS-VI became mandatory for new commercial vehicles on 1 April 2020 — one of the largest single-step emission tightenings any country has attempted, skipping BS-V entirely. Six years later, fewer than half the trucks carrying India's industrial freight are built to it.
BS-VI has been mandatory for 6.4 years. If the registry is telling the truth, the share of BS-VI trucks should match the share built since 2020 — and it does, to within three-tenths of a percentage point. Two independent fields, arrived at separately, agreeing. That is the strongest internal validation in this dataset.
Each Bharat Stage sets a certified ceiling on what an engine may emit per unit of work. The steps are not incremental. A BS-III engine is permitted 12.5× the nitrogen oxides and 10× the particulate matter of a BS-VI engine; a BS-I engine, 36× the particulates. Weight each truck by the ceiling it was certified against and the fleet inverts.
Read the columns left to right. BS-VI is half the fleet and an eighth of the particulate ceiling. BS-III and older is a fifth of the fleet and nearly three-quarters of it.
The concentration above would be a manageable problem if the dirty fifth could be cleaned. It cannot. Meeting BS-VI requires selective catalytic reduction, a diesel particulate filter, on-board diagnostics and ultra-low-sulphur fuel calibration designed into the engine. No aftermarket kit converts a BS-III truck into a BS-VI one. The only lever is replacement — and replacement runs at the speed of the age curve.
Built before 2016, so BS-IV at best. Nearly a third of the fleet sits permanently outside the current standard.

The replacement task, stated plainly. Every one of these trucks must leave the fleet before the fleet meets the current standard.
Certification describes an engine when new. What it actually emits after a decade of Indian road duty depends on whether it has been maintained — and India has exactly one instrument for testing that: the Pollution Under Control certificate. It is cheap, quick, and legally required to be current at all times.
One truck in eight had no valid pollution certificate when the registry was read. PUCC is the most-lapsed of the three documents we track — more than fitness, more than insurance. The cheapest compliance obligation in the system is the one most often skipped.
This matters more for the old fifth than for anyone else. A BS-VI truck with a lapsed PUCC is probably still close to its certified performance. A fifteen-year-old BS-III truck without one has no observed emissions status at all — and the certification ceiling becomes a floor rather than a bound.
Which means the concentration in Section 02 is a conservative estimate. Real-world divergence runs in one direction: older, less-maintained engines exceed their certified limits, newer ones rarely do.
Because emissions are locked to vintage, median fleet age is a direct proxy for a state's freight emission profile. The spread is wide — the oldest state fleet runs nearly three times the median age of the youngest.
Haryana and the western industrial belt run young fleets; Himachal Pradesh, Andhra Pradesh and Madhya Pradesh run fleets a full two to six years older. A shipper moving identical tonnage on identical lanes carries a materially different emissions footprint depending on where the trucks are registered — and almost none of them measure it that way.
Transport emissions in most corporate sustainability disclosures are estimated: tonne-kilometres multiplied by a national average emission factor. That method assumes the trucks carrying your freight look like the country's fleet. Section 02 says they don't, and that the variance is concentrated in a fifth of the vehicles.
Emission standard, vehicle age and pollution-certificate status are all readable from a registration number at the moment of booking — before the truck is loaded, not in a spreadsheet a quarter later. That turns a modelled estimate into a measured one, and turns a reporting obligation into a dispatch decision: route the clean fifth to the freight you report on.

7 lakh+ vehicle registrations seen moving freight on the Intugine platform across 2023, 2025 and 2026, matched against the national VAHAN registry — 92% matched. Analysis covers goods carriers only (HGV and MGV), on registry snapshots from 2025 onward. Emission-norm shares are calculated across trucks with a stated norm; 14.6% of records carry none and are excluded rather than assumed. EURO-labelled norms are mapped to their Bharat Stage equivalents, and off-road CEV/TREM standards are excluded from road-fleet figures.
Read with care. Ceiling multiples use certified Bharat Stage limits for heavy-duty diesel engines — a regulatory ceiling per unit of work, not measured tailpipe output, and not weighted by distance travelled or tonnage carried. Real-world emissions diverge from certification, and they diverge upward for older and poorly maintained engines, so the concentration shown is conservative. This is the fleet visible to one visibility platform's customer base, not the national fleet; the largest single tenant is 21.8% of it. States below 80% registry match are excluded. No owner names, addresses, phone numbers, chassis or engine numbers were retained at any stage.
